3.1  Introduction to Funding Agency Tables

　・既に振り込んだ入金、あるいは予定されている入金を理解してもらうのが主な目的
　・M&O、C&I と CC 表はプロジェクトに支払われた総額
　・Cost to Completion (CtC)= Commissioning & Integration (C&I) 
　　　　　　　　　　　　　　　+ Construction Completion (CC)
　　　- Category A = Common items
　　　- Category B = System-specific items
　- 言葉の意味
　　　- Baseline and CC-A
　　　　"Contributions by Funding Agencies"= income received from FAs
　　　　"New commitments needed" by FAs = new commitments requested from the FAs,
　　　　　　　　　　　　　　　　　　　　　also beyond the budget year

  - 2003年10月の RRB では 2004年に資金不足が起こると予想された
  - CERN が(CERN 分の）全 CtC (13.6 MCHF) を支払ってくれたおかげで 2004年の
　　危機は避けることが出来る
　- しかし資金不足の時期が 2005-2007年にシフトしただけで根本的な問題が解決
　　した訳ではない
　- CERN としてはやるだけのことはやった。ほかの Funding Agencies も協力して欲しい
  - 資金不足の問題を解決するあるいは影響を最小限にするための提案
　　　* FAs は資金貢献を前倒しにして欲しい
　　　* FAs は遅延資金を 2004-2005年に使えるようにして欲しい
　　　* FAs は残りの CtC を出して欲しい
　　　* RRB Chairman は問題を緩和するあらゆる手立てを追及して欲しい
